President - Kim Schreckengost
Kimberly (Kim) Schreckengost is a devoted educator with 15 years of experience in Early Childhood Education. She is committed to fostering a warm, nurturing and encouraging environment for children, while working closely with their families and programs to ensure all needs are met.
Kim holds degrees in Business Technology, Business Administration, and Education. She has certifications in leadership, literacy, behavior and a multitude of extensive experience in training, teaching and promoting social-emotional development and practices. She is a Conscious Discipline practitioner and enjoys sharing her knowledge with staff and parents who attend her trainings.
Kim has been a vital part of Cheers School Family since its inception. In 1995, Kim pitched the concept of needing a child care facility for the employees of Berryville Graphics, as well as the Clarke County community at large to her employer, Berryville Graphics. The company president supported the idea and founded the startup of Heritage Child Development Center. Kim’s daughter, Elizabeth, was the reason behind the concept, and one of the first children to attend Heritage. Kim and Elizabeth’s handprints are embedded into the cement patio at Heritage. Kim volunteers as a mentor for the Early Childhood Education Council of Virginia. She is a member of Grace Episcopal Church and serves on the Vestry. She volunteers her time to
community outreach programs and is a member of the church’s Scholarship Committee. When not working with children, Kim enjoys reading, traveling, gardening, golfing and spending time with her family and beloved pets.
Vice President - Rebecca Lewis
Rebecca is a resident of Clarke County. She serves as the Program Chair for Career Advancement at Blue Ridge Community and Technical College in Martinsburg WV, overseeing the Early Childhood Specialist Degree program. Prior to her position at Blue Ridge CTC, Rebecca served as a director of a private preschool in Martinsburg for 7 years. In her spare time, she can be found spending time with her family, helping her husband Raymond on house projects, or chauffeuring her son Ethan around.
Treasurer- Scott Moffat
Scott Moffat is the father of two boys that attend Heritage. He and his wife, Gabby, recently welcomed a new member to the family: a little girl who is also enrolled in our infant program. Scott is a Partner and Vice President of Crisak, LLC. a General Contractor based out of Purcellville, Virginia. Scott holds degrees in Civil Engineering and Management. He served as a past President of the Metro D.C. chapter and on the national Board of Directors for the American Institute of Contractors. Scott enjoys teaching his sons how to build, how things work, solve problems and explore their creativity. Scott wants to help Cheers make smart and cost-effective capital improvement project decisions to provide more funding for other areas that directly enhance our children’s early educational experience.
Finance Director - Jeffrey Barnes
Jeff Barnes joined Cheers Family School as Finance Director in September 2023 bringing over 25+ years of experience and leadership. He has worked in global organizations, with Fortune 500 companies and non-profit organizations. His rich and varied experience, in multiple leadership roles include finance, internal control, and risk management which has taken him to Europe, Africa, and New Zealand. His extensive finance experience is augmented by a Virginia CPA, and an undergraduate degree in Accounting. Outside of the work environment, Jeff is a Board Member of the Virginia Society of CPAs, Shenandoah Chapter. He enjoys travel, mentoring high school and college students in the many positive aspects of the CPA profession and spending time with family and friends. He lives in Stephen City with his wife Frances. Their daughter is an emergency medicine Veterinarian who practices in Falls Church.
Quality Assurance Manager - Lynn George
Lynn started with Heritage as a lead teacher in 2007. She has since filled the roll of Heritage center director and associate director of Cheers. Lynn completed her Infant/Toddler CDA in 2012 and is currently working towards her Associate degree in Early Childhood Education.
Board Member - Barry Hockenberry
Barry has been an integral part of Cheers School Family since its conception in 1997.
Board Member -Jen Shoemaker
Jen Shoemaker has a robust background in Early Childhood Education spanning various roles since 2003. She has served as a teacher, administrator, and currently holds the position of a Family and Enrollment Specialist for Ready Region North Central/Foundation First. In her current role, Jen plays a pivotal role in supporting publicly-funded early childhood programs within her region, focusing on family engagement and incorporating the family perspective into state initiatives in Virginia.
Her responsibilities in her current role include ensuring that federally, state, or military funded early childhood programs maintain high-quality teacher-student interactions in all classrooms. She supports teachers and facilitates family engagement through initiatives such as the Family Council. Jen is also certified as a CLASS observer in the Pre-K, Toddler, and Infant tools, demonstrating her expertise in assessing and improving classroom interactions. Jen enjoys spending time directly in classrooms, where she reads, coaches, and interacts with both teachers and children.
Previously, Jen served as the Center Director for Heritage Child Development Center from 2014 to 2016. During her tenure there, she was actively involved in the community through her participation in the Winchester Kiwanis organization. Her multifaceted experience underscores her commitment to enhancing early childhood education through effective leadership, teacher support, and meaningful family engagement initiatives.
Beyond her professional role, she resides in Front Royal, Virginia, which reflects her appreciation for the outdoors and mountain life, which she actively enjoys through activities like kayaking, hiking, and camping.
In addition to her outdoor pursuits, Jen finds joy in the company of her pets: Precious, a husky mix, and Frosty, her cat. She looks forward to her role on the Cheers School Family Board of Directors!
Parent Representative - Jennifer Howell
Jennifer Howell has been a parent at Children's First since 2017 and appreciates the experience and impact the team at the center has had on her children's development. As a parent liaison, she looks forward to being involved and a partner to all as we ensure every child, parent, teacher and administrator has a collaborative and nurturing environment to thrive. Jennifer is a Human Resources Business Partner for WVU Medicine and previously worked in various leadership roles, including HRBP for Target Corporation Stores in Virginia for 16 years. She has extensive experience and knowledge in employee and labor relations, talent development and strategic planning. Jennifer is married to Aaron Howell, they have two daughters and reside in Charles Town, WV. In her spare time she enjoys the many activities the girls are getting into including soccer, dance, and 4-H. She enjoys swimming, camping, traveling, and taking naps with her girls.
Parent Representative - Sarah Osbourne
Sarah Osborne was born and raised in Jefferson County, WV. She received her Bachelor of Arts in Music Education from Shepherd University in 2017, and her Masters of Education in Special Education from Grand Canyon University in 2020. Also in 2020 her and her husband bought a homestead in Berkeley County, WV, and we had our sweet daughter Lilly Mae! Lilly is currently enrolled at Children First, where she loves playing with her friends. Sarah currently teaches special education in Berkeley County, where she is involved in after school clubs that help provide music and arts enrichment to students. She is one of the staff members currently working to start our school’s first garden, and aid in the farm to table education of our students. She loves giving back to her students and providing them with well-rounded opportunities.

The specific responsibilities and expectations of all Board members include:

Regular attendance at scheduled meetings and important related meetings.

Staying informed about Board or Committee matters, preparing well for meetings, and reviewing and commenting on minutes and reports.

Obliging to participate actively in committee work.

Volunteering for and accepting assignments, and completing them thoroughly and on time.
